Callback executed when the ADK runner run fails, or when afterRun fails after the caller stopped collecting early.

Notification-only, for logging, telemetry, or cleanup: the run's error is re-raised to the caller once every plugin has been notified; an afterRun failure after an early stop is re-raised only if it is an Error. A failure thrown from this hook is logged and does not stop the remaining plugins from being notified.
